This progress report presents the state of the epidemic and response at regional and country levels with challenges and opportunities that will help Member States, WHO and other key stakeholders identify areas for prioritization and focus to fast-track the HIV response at national and subnational levels to reach 90-90-90 targets of 2020 and pave the way for achieving the SDG target of ending AIDS as a public health threat by 2030.

The inability of governments to address the needs of large prison populations, the lack of financial support and training for prison health staff, and various comorbidities presenting among prisoners with TB make it difficult to deliver effective TB treatment in prisons, cause delays in diagnosis, facilitate rapid spread of infection, and trigger frequent treatment interruptions.

Nepal has been conducting HIV and STI surveillance particularly among key populations, namely: PWID, FSW and their clients, MSM/TG, and male labor migrants for more than a decade mainly to track changes in HIV and STI prevalence along with behavioral components such as condom use. Hepatitis-B and C screening among PWID has been started in the IBBS surveys from 2015. In 2016, baseline IBBS surveys were conducted in Street Involved Children and Youths in Kathmandu Valley, Female injecting drug users in Kathmandu Valley and MSM and TG in Terai districts.
