Legal Environments, Human Rights and HIV Responses among MSM and Transgender in Asia and the Pacific

A study was conducted of legal environments affecting HIV responses among men who have sex with men (MSM) and transgender people in 48 countries and territories of the Asia and Pacific region. The study was conducted from August 2009-June 2010, and considered legislation, cases, and published research and grey literature regarding laws, and law enforcement policies and practices. The study was informed by consultations with community representatives, legal experts and UN agencies.

The extent and possibilities of spread of the HIV epidemic are not fully understood in Pakistan. A survey was conducted among men, women and transgender populations selling sex in Rawalpindi (Punjab) and Abbottabad (North West Frontier Province) in order to inform evidence-based programme planning.

Facts and Figures about HIV and AIDS Epidemic in Nepal:
- The first HIV infection was detected in 1988 in Nepal. Since then HIV and AIDS epidemic has evolved from low‐ to concentrated among High Risk Groups:
* Injecting Drug Users,
* Female Sex workers,
* Men having Sex with Men and
* Seasonal labour Migrants.
-Heterosexual transmission is dominant.
-HIV prevalence in general population is <1%

By reviewing available data and literature on HIV transmission in intimate partner relationships; understanding the current national response for addressing this emerging epidemic trend; the endeavour was identifying potential programmatic entry-points for preventing HIV transmission in intimate partner relationships.
