A regional discussion on HIV transmission in intimate partner relationships was initiated by UNAIDS through a regional meeting on Women and HIV in Cambodia in July 2006. Subsequently, UNAIDS convened a satellite session at the 8th International Conference on AIDS in Asia and the Pacific at Colombo in August 2007, and some countries started to work on desk reviews.

Between October- November 2008, a small rapid assessment of male adolescent sexual exploitation and abuse, along with HIV risk and vulnerability among males who have sex with males, was conducted in Kabul, Kandahar and Maz-e-Sharif in Afghanistan. Preceding this, a scoping mission, a literature review, and a training workshop for the study teams were conducted.

In 2003 the Bill & Melinda Gates Foundation began its large HIV prevention program, the India AIDS Initiative, later called Avahan, to curtail the spread of HIV in India. At the time, there was an understandable sense of urgency about the rising prevalence of HIV in the world's second most populous country.

This study examined the experience of PLHIV with linkages to PLHIV support organizations and services in areas of HIV counselling and testing, ART adherence, treatment of opportunistic infections (OIs) and healthcare providers’ (HCPs) attitude toward the targeted marginalized groups. This brief focuses on the findings in relation to IDUs living with HIV.
