This document is designed as a component in the response that is necessary to address the pressing care needs of person/people living with HIV/AIDS (PHA) in Cambodia. It is written primarily for health care workers who are involved in the care of adults and adolescents (>12 years of age) living with HIV/AIDS.

This strategy paper is intended to help chart the nature of the epidemic in East Asia and the Pacific, to survey some of the successful practices being pioneered in its cities, provinces and countries and to offer suggestions as to how the distinct characteristics of the HIV/AIDS epidemic faced in each country can be addressed by effective and comprehensive responses.

At the International Conference on Population and Development held in Cairo in September 1994 and its subsequent review in 1999 (ICPD+5), 179 countries agreed that population and development are inextricably linked, and that empowering women and meeting people’s needs for education and health, including reproductive health, are necessary for both individual advancement and balanced development.
