This 73-page report documents government abuses against transgender people in Malaysia. In research in four Malaysian states and the federal territory of Kuala Lumpur, Human Rights Watch found that state Religious Department officials and police regularly arrest transgender women and subject them to various abuses, including assault, extortion, and violations of their privacy rights.

The Agenda in Transition brought together diverse members of the transgender community; UN agencies, civil society organizations, donors and other partners to review the current situation for the region’s transgender people and determine those needs, which require accelerated action.

The aim of this research synthesis was to summarise the current information on the prevalence of HIV and sexually transmitted infections (STIs), and the extent and contexts behind sexual risk behaviours among MtF transgender populations.

A better understanding of gender-based violence among men who have sex with men, male sex workers, and transgender populations is necessary in order to develop clear and targeted recommendations for future interventions targeting this issue.

The adopted definition states that transgender people are: “Persons who identify themselves in a different gender rather than that assigned to them at birth” and may choose to “express their identity differently to that expected of the gender role assigned to them at birth.” Transgender people in the region “often identify themselves in ways that are locally, socially, culturally, religiously, or spiritually defined,” using local terminology and indigenous labels, despite these terms often being derogatory and marginalizing. A report in 2012 documented 50 such different terms for transgender people across 16 countries.
